The National Railway Museum intended to develop a Reserve Collection Centre at Shildon. This centre, an important architectural feature in itself, would form a publicly accessible venue for the NRM Reserve Vehicle Collection including rolling stock and locomotives. The centre would occupy an area of presently disused land (once a major area of rail sidings) on the south-eastern edge of the town of Shildon, and immediately to the south of the operational Bishop Auckland to Darlington Railway which ran along the same course as the historic Stockton and Darlington Railway, one of the first public steam-worked railways in the world. The assessment suggested that there was little of early archaeological significance in the vicinity which would be impacted by the proposed development scheme. It was, however, a site of considerable significance for railway history and archaeology, lying along the Stockton and Darlington Railway, and within the vicinity of a range of associated structures (many of which were Listed), including the remains of the engineer Timothy Hackworth's Soho Engine Works and the Timothy Hackworth Museum, beyond, which lay within a conservation area. Given the likely absence of early archaeological deposits from within or adjacent to the development area, and the obvious significance and relevance to the industrial and railway archaeology of the locality, the region and nationally, the scheme was strongly recommended.
