A review of the sequence and nature of occupation concludes that the Roman phase represented primarily ceremonial rather than settlement use, citing the votive character of some objects and the interpretation of some foundations as those of temples. Joanna Close-Brooks responds (92-4) that, though the 400 years of settlement need better understanding, there is insufficient evidence for a religious phase. However, Nicholas B Aitchison (95-6) finds the ritual evidence very strong, but calls for much more work on the site and indeed on the whole Roman-native relationship in Scotland.
