In November 2013, HS2 Ltd deposited a hybrid Bill with Parliament to seek powers for the construction and operation of Phase One of HS2. The Bill was the culmination of nearly six years of work, including an Environmental Impact Assessment (EIA), the results of which were reported in an Environmental Statement (ES) submitted alongside the Bill.

The EIA included a significant amount of historic environment research to identify the likely significant effects from the construction and operation of the then Proposed Scheme.

The historic environment work is captured in the Cultural Heritage chapters, mapping and volumes of the Environmental Statement documents.

Research included desk-based assessment, historic mapping interpretation, aerial photographic and LiDAR review, and non-intrusive field investigation, such as geophysical survey.

Royal Assent for Phase One was granted in February 2017, see High Speed Rail (London - West Midlands) Act 2017 (legislation.gov.uk).
