Summary
DescriptionPublic houses and breweries in the Carlisle, Gretna and Annan area were taken over by the State in 1916 to control drunkenness among construction and production workers at the new armament factories at Gretna, Eastriggs and Longtown. Four of the five breweries were closed with pubs closed or remodelled as restaurants to discourage stand-up drinking. The State Management Scheme ran the Carlisle pubs until the 1970s. The pub-restaurant format and new pub designs by Harry Redfern in the post-war period influenced the large inter-war road houses and estate pubs. The Scottish pubs were managed under their own district and like the Carlisle pubs were privatised in the 1970s. Controversially the restrictive licensing conditions prevented other hotels outside the scheme from being granted full drinks licenses and could only serve alcohol with meals. The Central Hotel was requisitioned in WW2 and returned to the State Management Scheme in 1947. After being empty for four years the property was sold in December 2015. Grade C Listed 'Circa 1900. 3-storey turretted and gabled hotel with renaissance ornament, occupying gushet site. Red ashlar with band courses, most windows with stone transomes. Narrow S end with turretted full-height octagonal corner bays flanking main entrance, latter with curved and columned porch with Jacobean columned 1st floor balcony over, shaped wall-head gable with flanking stacks. 3 elevation to St John's Road symmetrical with turretted outer bays, shallow advanced wide inner bay with shaped gable, intermediate bays with pedimented wall-head dormers. Slate roofs, steep-pitched and facetted over turrets. INTERIOR: original work by Messrs Taylor and Sons, Edinburgh; some modern alterations.'
