Begins by considering the effects of the economic recession on historic buildings and, noting Gallup poll evidence of public concern for the historic environment (94/920), goes on to express disappointment with a recent Government consultation paper on conservation areas. On the other hand, the intended replacement for DoE Circular 8/87, draft PPG 15, is thought to be more satisfactory, although the latter's weaker wording is criticised, on the grounds that it will make enforcement of the guidelines more difficult. An appended note `Controls to buildings in conservation areas' (3) states current regulations and proposes two alternative amendments. |
