Likening PPG 16: Archaeology and planning to the `Old Testament' of a conservation `Bible', the article considers whether the draft PPG 15: Historic buildings and conservation areas may be considered to be a gospel, in which the Government acknowledges that the protection PPG 16 affords to below-ground archaeology can be extended to standing buildings. Current statutory instruments for protection of standing remains are summarised, followed by a consideration of the extent to which archaeological intervention is enabled by present procedures. A lack of provision for recording buildings before permitted alteration is identified as a major stumbling block and, although PPG 16 addresses this problem for traditional archaeology, there is a call for a PPG to take account of all classes of historic buildings. There follows a summary of the critical response to the draft PPG 15, issued by IFA's Buildings Special Interest Group (BSIG). Concludes with a note on the activities of the BSIG and a contact address for further information. |
