Abstract: Cites an instance indicating that the phrasing of PPG 16 does not ensure free access to relevant information for everyone involved in the planning process. When proposed development threatened a Scheduled Ancient Monument at Downton the developers insisted the results of the ensuing archaeological evaluation should be kept confidential, which they were. The right of the `curators' to request such confidentiality caused much confusion and embarrassment. The development proposal was subsequently turned down, more as a result of confusion over procedure than because of the importance of the archaeological remains.
