An area of land situated beneath the cliff at Black Rock, Kemp Town, and immediately west of the Marina complex had been identified as a potential location for the construction of the Brighton International Arena. An examination of the SMR records revealed a number of archaeological sites and finds within a one kilometre radius of the proposed development. However, it was noted that the majority of entries were located on top of, and behind the cliff line. Conversely, most prehistoric and historic features of an archaeological nature would not have survived in the under cliff area, having being exposed to heavy coastal erosion during the current marine transgression. In contrast, the Brighton-Norton raised beach formation dating to a Palaeolithic interglacial phase lay immediately to the east of the proposed development, and was a site of national geoarchaeological and palaeogeographical importance. Thus, it was suggested that later sequences (the Pagham raised beach deposits), also with Palaeolithic antecedents, may potentially have existed 'in situ' beneath the suggested development area. Cartographic evidence was also investigated and revealed a dynamic, and increasingly urbanised landscape, with the under cliff area subject to a number of construction projects specifically catering to the demands of a burgeoning tourist and leisure industry. It was recommended that a series of geo-technical investigations should be undertaken within the area, primarily to ascertain the depth and nature of any archaeological deposits that may lay undisturbed beneath the site.
