Desk-based assessment of a proposed development site identified that no prehistoric activity had been recorded in the immediate vicinity, and that it lay immediately to the west of the River Fleet, on the opposite bank from the walled Roman city of Londinium. No evidence of activity had been recorded on the immediate western bank of the Fleet, but burials relating to a Roman cemetery had been found further to the west. Eight cremation urns had been found 70m from the proposal site, and a small group of burials had been excavated c. 400m to the north-west. Evidence of quarrying had also been recorded in the vicinity. The area of the site had probably lain largely undeveloped throughout the Saxon period, as it had lain to the east of the port of Lundenwic, and to the west of the walled city. However, a small number of Saxon artefacts had been found. The area west of the Fleet had been a suburb outside the main walled town during the medieval period. All of the potential archaeological deposits in the western part of the proposal site would have been removed by a triple basement which existed in this area. However, there was a high potential for the survival of Roman, Saxon and medieval deposits beneath the single basements in the eastern part of Ludgate House. It was noted that only a small area within the single basement would be removed during development works. Two alternative mitigation strategies were recommended, comprising the redesign of the basement layout in order to leave the area in question, some 10.5m2, unexcavated, or the archaeological evaluation and excavation of the area.
