Abstract:
Desk-based assessment of a proposed development site identified that it was of considerable archaeological importance. Observations at the site during development in 1881-2 had recorded a massive Roman masonry foundation which had clearly indicated a building constructed on a monumental scale. This had subsequently been interpreted as part of a forum and basilica complex, in the light of observations at other sites in the area. During redevelopment of the site in 1964-8, the stratigraphy had been recorded in greater detail. The earliest phase recorded had consisted of a probable gravel metalled roadway, with the ragstone foundations of poorly preserved clay and timber buldings on its south side. Foundations of the first and second basilicas were also revealed, and it was found that part of the first basilica had been basemented. The proposal site had also lain within the heart of the settled area in the late Saxon period. The development of the present day street plan from c. AD 1100 had been recorded during excavations to the east of the site, and a Norman building with a vaulted undercroft had been excavated immediately to the south. Extensive survival of post-Roman deposits at the proposal site was considered unlikely, due to the presence of a double basement. There was some uncertainty concerning the extent and depth of disturbance caused by the present building, so that levels of archaeological survival could only be estimated.
