The Heart of Neolithic Orkney World Heritage Site is used as a case study to review ICOMOS guidance on the definition of buffer zones. Encourages caution in the use of extant designations to define the boundaries of a site. Instead recommends that boundaries are designed to meet the needs of the site and are workable through a local planning framework.
