Abstract: |
A critique of policy for the management of the archaeological resource since the late 1970s begins by evaluating the Ancient Monuments & Archaeological Areas Act 1979, contrasting it with Swedish legislation which was thought at the time to be represent a much more effective model for the protection of sites. It is then argued that the subsequent non-statutory planning guidance note (PPG 16) has instituted much more rigorous control procedures at the expense of effectively stifling archaeological field research. PPG 16's encouragement of preservation in situ is also questioned, and it is shown that development mitigation strategies (such as those involving piling) are less successful than anticipated. |
