Abstract:
The inscription of the Cornwall and West Devon Mining Landscapes World Heritage Site in 2006 required adequate mechanisms to be in place to monitor the condition of the components contributing to its Outstanding Universal Value. In 2010, Historic Environment Projects, Cornwall Council (now Cornwall Archaeological Unit) undertook a condition survey of the various assets making up the OUV of the Cornish Mining World Heritage Site; a condition assessment of those elements falling within Cornwall Council ownership was undertaken by Historic Environment Projects in 2011. In 2013/14, Cornwall Archaeological Unit undertook a reassessment of sites in private ownership assessed as in unfavourable condition in 2010. Those in urban areas or undergoing conservation measures together with a small group on Caradon Hill were excluded from the survey, a total of 243 sites or structures being re-visited. Issues affecting sites in less than favourable condition were found to include structural deterioration, unchecked scrub growth, land-use issues (particularly in relation to sites within commercial woodland), the privatisation of the countryside, the currently very limited grant-funding available to undertake conservation works, the effects of local government cutbacks on periodic maintenance of already-conserved sites and development pressure, particularly within Camborne/Redruth and Hayle. Whilst the formerly less than favourable condition of some key elements of the WHS has been addressed through conservation programmes or sensitive adaptive reuse, many of the sites assessed were found to have deteriorated to some degree and it was recommended that the WHS Team consider a range of measures to address this situation.
