Series: Hampshire and Wight Trust for Maritime Archaeology unpublished report series

A three year project undertaken by the Maritime Archaeology Trust on behalf of English Heritage to develop and test the application of the concept of Heritage Partnership Agreements (HPAs) to undesignated sites in the marine zone of England. HPAs are currently used on designated terrestrial heritage assets, primarily listed buildings. It is hoped that extending a similar scheme to the marine zone will act as a means to more proactively manage a wide range of maritime sites that are currently outside existing statutory management processes. In addition to this, it is possible in envisage an increase in meaningful public engagement with underwater cultural heritage in England.

Defining, Investigating, monitoring and reporting 2008-2011 The Solent has long been recognised for the importance of its marine heritage. The diversity and density of sites makes it one of the most high potential marine areas of England. The marine resources, sheltered anchorages and landing places which have drawn human populations to the area for millennia are also responsible for the modern prosperity of the region. Density of shoreside settlement and industry in addition to one of the busiest marine areas in the UK mean that the marine heritage resource is also under pressure. These factors helped prompt the establishment of the HWTMA which has responded through a research led fieldwork programme, a wide range of dissemination initiatives and input into regional management through coastal fora and groups. The HWTMA are well placed to respond on a regional basis to sites and finds which require investigation and monitoring whether these are underwater or are in the intertidal zone. However, the organisation's capacity to undertake such work is dependant on available resources. This project has provided funding to enable the HWTMA to work together with English Heritage to target work on marine heritage assets to enable more effective regional management and also provide a possible model for cost-effective support for developing national structures. The project has allowed the flexible targeting of site investigation, monitoring and reporting. It has supported: Work on Solent Designated Historic Wreck Sites Investigation and monitoring on non-designated wreck sites

Archaeological diving work by HWTMA began on a shipwreck site in the Eastern Solent in 2004 following a report from a fisherman of a net snag on a previously unknown obstruction. Survey between 2004 and 2008 revealed the remains of a wooden shipwreck, lying in two large pieces with an additional area of dispersed remains. At the time, the identification of the vessel remained unknown. Due to the urgent need to establish the date and identity of the vessel to help determine its archaeological significance and develop sustainable long-term monitoring and management of the site, funding from the Aggregates Levy Sustainability Fund (ALSF), was awarded to the project. A program of investigation into the material characteristics of the vessel (dendrochronology, timber species analysis, metal analysis, ship structure, small finds) was undertaken and indicated an early/mid-19th century date. Historical research and correlation with the recorded shipwreck losses for a 10 km area around the site revealed that that shipwreck represented the remains of the Flower of Ugie. The Flower of Ugie was a sailing barque, built in Sunderland in 1838. The vessel had a successful fourteen year career sailing to destinations in South Asia, the Far East, the Mediterranean, Black Sea, Baltic and North America. The vessel was wrecked on the Horse Tail Sand in the Eastern Solent on 27th December 1852 Research into the vessel will result in the publication of a monograph in the Spring of 2011 and a management report that has been submitted to EH

Project to provide written clarification to curator (English Heritage) regarding the Environmental Statement produced by DONG Energy in advance of development consent for Westermost Rough Offshore Wind Farm. This addendum consists of two parts: Part 1clarifies statements contained within the original ES; Part 2 reports on the results of a magnetometer survey and sedimentary sequence modelling.

Archaeological review of additional side scan and magnetometer data collected post consent for the Westermost Rough Offshore Wind Farm (WMR01) developed by DONG Energy. Impact assessment, mitigation and recommedations provided.
