Kensington Gardens represented a site of national significance with respect to the development of garden design particularly for the period 1689 to 1737, between the purchase of the site by William III and Mary II to the death of Queen Caroline, consort of George II. Elements of the Gardens created by the mid-1730's under Charles Bridgeman can still be recognised within the area of the proposed development. The potential existed for further elements of Bridgeman's Gardens to survive within the development area as well as the earlier gardens created for William and Mary and subsequently Queen Anne by George London and Henry Wise between 1689 and 1726. Little evidence of the London and Wise Gardens survived within the existing layout, other than a hollow to the north of the Palace that represented the site of a sunken garden constructed in 1704-5. There was no surface evidence of activity pre-dating the acquisition of the site by William and Mary, although prehistoric material was known from the area of the Gardens and their immediate vicinity and a number of Roman and medieval roads were recorded nearby. In addition the Palace may overlie that of the medieval Neyt Manor, and its gardens seal evidence relating to the gardens of Nottingham House, the mansion that immediately preceded the Palace. A programme of geophysical survey, map regression analysis, topographic survey, evaluation excavation and if necessary larger scale excavation in advance of destruction was proposed to be undertaken within the timescale suggested for the development.
