Abstract:
South West Water intended to construct a new sewage treatment system which would require the construction of a pumping station in the area of the harbour and a rising main running through the village to a treatment works. At present only outline proposals were available; the exact site of the pumping station and route of the pipeline through the village had not yet been decided upon. The site of the treatment works had also not yet been agreed. Polperro dated from at least the 14th century and the core of the historic settlement was centred around its harbour. Choices for sites of a pumping station and the route of a pipeline route would be limited as space within the village was very confined. The preferred site for the pumping station was within the area of the fish quay. As the harbour was a Listed structure and the development would affect its curtilage this would require Listed Building Consent and an archaeological watching brief should be carried out when construction work goes ahead. There were no recorded archaeological sites within the streets of Polperro, although the street layout itself was characteristic of the historic settlement. All the streets, which were very narrow, had been heavily disturbed by trenching for modern services and re-surfaced with tarmac. No areas of earlier road surface (e.g. cobbling) were visible and the extent of trenching implied that most archaeological deposits were likely to have been removed. Of the three alternatives which could be used for the pipeline route, the road to Crumplehorn appeared to be easier to negotiate in terms of slope and width. This would be CAU's preferred option. The farmland which surrounded the village (and within the scheme boundary) did not have any recorded archaeological remains but was all Anciently Enclosed Land and may therefore have had a good potential for the survival of below ground remains.
