Desk-based assessment and a walkover survey were carried out at Merton Bank South, one of five brownfield sites for which a landscape survey was undertaken in order to provide an indication of areas of particular opportunity for woodland, shrub or hedgerow planting works. A water-powered corn mill had been documented in Parr in 1371, and a watermill was shown on the site on a map dating from the 1770s. By the early 19th century much of the western part of the study area was occupied by one of the extensive reservoirs which had served the Parr Mill. The Merton Bank Alkali Works had been constructed on the site either in or shortly before 1872, and the reservoirs had been drained and infilled by 1881. Part of the St Helens Canal (Sankey Navigation), one of the earliest canals in the country, bordered the site, whilst a railway embankment survived along the southern boundary. This related to the Liverpool, St Helens and South Lancashire Railway, which had opened in 1895. A farm, a coal shaft and several cottages had also once lain within the proposal area. It was concluded that the section of the Sankey Canal was arguably the most important site identified within any of the five sites examined by the landscape survey. The Parr Corn Mill site was also of particular importance as it was possibly of medieval date, and it was noted that recommendations for an archaeological evaluation would probably be made in the event that tree-planting should be planned for the area of the building and tail race.
