Desk-based assessment of a proposed development site within the area of Roman Chichester (Noviomagus) identified that the site had probably once lain within the Roman forum. Residual finds of prehistoric pottery had been recovered in Chichester, but it was considered impossible to predict any settlement sites of this date in the area. In the immediate pre-Roman period, the area seemed to have been a redistribution centre for luxury items from the Roman world. The city walls had been built in the 3rd century AD. Chichester had ceased to function as an urban centre in the late 4th century, but had been refounded in c. 900 AD, and a street grid was re-established which formed the basis of the modern town. Construction of a cathedral, opposite the proposal site, began in the late 11th century. It was concluded that the site was one of archaeological sensitivity, and that any development involving below-ground disturbance would be likely to require some level of archaeological intervention. A proposed extension and a lift shaft would both fall within what had been an open passage or lane in the 19th century and earlier. The potential for the preservation of archaeological deposits in both areas was considered to be good, so that both would merit full archaeological examination prior to the commencement of works. A second proposed lift shaft was to be positioned at a location with a lower archaeological potential; it was considered that this would nonetheless also merit some form of archaeological investigation.
