Wessex Archaeology was commissioned by Boskalis Westminster Limited (BWL), the dredging contractor, on behalf of the Defence Infrastructure Organisation (DIO) to prepare a Written Scheme of Investigation (WSI) for the Queen Elizabeth Class (QEC) Capital Dredge Project. The project comprises the capital dredging of areas within Her Majesty’s Naval Base (HMNB) Portsmouth, Hampshire (Figure 1) in order to allow access for QEC aircraft carriers. A draft Archaeological WSI was produced in 2013 by Royal HaskoningDHV (RHDHV, ref.9W6446). The present WSI document comprises the updated WSI that will account for the mitigation appropriate to the full life cycle of the QEC Project with respect to the required dredging activities. The proposed mitigation measures in this WSI will be reassessed and will be enhanced by site and process specific Method Statements which will be produced and agreed for each measure and work stage implemented as appropriate. his WSI covers the capital dredging works only. Works related to the refurbishment of the Middle Slip Jetty (MSJ) are covered in a separate WSI (Royal HaskoningDHV 2015a). A monitoring programme for the HMS Boyne will be agreed by Historic England and DIO in due course and do not fall under the remit of this WSI. The Marine Management Organisation (MMO) has issued a Marine Licence (No.: L/2014/00101) that includes conditions related to the implementation of measures to mitigate any potential negative impacts of the scheme on archaeology and cultural heritage. Conditions associated with this are also detailed within this WSI.
