This guidance looks at making improvements to public spaces without harm to their valued character, including specific recommendations for works to surfaces, street furniture, new equipment, traffic management infrastructure and environmental improvements. It draws on experience of Historic England’s planning teams in highways and public realm schemes, including case studies showing where highways works and other public realm schemes have successfully integrated with and enhanced areas of historic or architectural sensitivity. The aim of the Yarm Public Realm Improvements Scheme was to make the cobbled High Street more accessible for wheelchairs, pushchairs and pedestrians while maintaining the historical integrity of the conservation area. Work in the area of the Grade II Town Hall, its adjacent listed weighbridge and the World War I memorial involved the installation of 1500m2 of natural stone paving and cobbled setts as well as new seating, lighting and renovations to the war memorial. Stockton Borough Council’s early consultation with Historic England, Yarm Town Council and local disability groups was critical in agreeing what needed to be done and how disruption could be minimised. This set the precedent for the collaborative working that underpinned the successful delivery of the scheme.
