Criticises current Treasure Trove legislation and the 1994 Treasure Bill. A radical return to the fundamental principles of the legislation is proposed. It is emphasised that the public must be led to understand the importance of all archaeological discoveries (not just the intrinsically valuable) and be encouraged to report their finds via a proper network, possibly with the offer of a reasonable reward.
