The DCMS [Department for Culture, Media and Sport] document A Review of Heritage Protection: The Way Forward fails to address terrestrial sites that are also partly submerged, and other issues of connected land/sea heritage. A Marine Heritage Protection Review has been drafted, but even this does not adequately consider the connections between terrestrial, maritime, and the transitional zone between. This article discusses problems with the current level of protection available for and afforded to marine heritage, including the lack of environmental assessment for large-scale seabed development proposals within certain industries, problems arising from the restrictions associated with designation, and issues with how archaeology fits into the legislative framework.
