The 'Icklingham Treasure', a collection of fine Roman bronzes, was stolen by metal-detector users working at night in 1982, and eventually sent abroad. Fifteen photographs now constitute the only record of these objects, which were illegally removed from a scheduled site. A complex trail of their movements has been partly reconstructed; but the objects cannot be recovered from a New York dealer because the UK Government has never ratified the UNESCO Convention (1970) on the illicit transfer of cultural property. The Office of Arts and Libraries has refused to take any action to recover the hoard for its rightful owner, a Suffolk farmer who has been indefatigable in trying to prevent the regular ransacking of his land.
