The Localism Act, which received royal assent in November, will bring about a profound shift in the way the English planning system works. Localism is not a new concept, as strong local government was a feature of the Victorian era. However, there are misgivings within the heritage sector about the way the new Act will operate. Some of the elements causing concern are outlined here before the article moves on to consider how neighbourhood planning has the potential to help historic buildings and archaeological sites.
