Abstract:
This short article looks back at the development of the archaeological profession in the UK over the last twenty-five years, following the introduction of Planning Policy Guidance 16 (PPG16) in November 1990. The adoption of PPG16 came after twenty years of campaigning in the face of heritage destruction, as development increased in the post-war period. Two high-profile sites in particular fuelled debate, both in the City of London: a Roman temple to Mithras was found in 1954 during groundworks for a new office block, whilst in 1989 came the discovery of Shakespeare's Rose Theatre. Both finds were spectacular and unexpected, and could legitimately have been destroyed were it not for the goodwill of the developers. Numbers of professional field archaeologists have more than doubled since 1990, and today the profession is tied to industry to a significant degree. Although PPG16 is no longer current policy, its principles continue in the National Planning Policy Framework. LD
