Abstract:
Buildings conservation currently faces an increasing burden of regulatory control, including a raft of requirements and restrictions introduced under REACH (Registration, Evaluation, Authorisation and restriction of Chemicals), a European Union regulation that came into force in 2007. The regulation aims to protect human health and the environment from the harmful effects of chemicals by improving information about their hazards and, where necessary, banning or restricting their use. Some examples are given of traditional products that have been affected so far, including lead-based paint. It is then noted that restricting the use of certain products can actually bring benefits to conservation, providing the stimulus to develop new materials or adopt new practices. This has been the case for cleaning technologies following restrictions on the use of silica sand for sandblasting, and paint strippers following a ban on the use of dichloromethane. LD
