Heritage planning law and policy in England is as concerned with small changes as it is with larger ones, with the National Planning Policy Framework (NPPF) stating that harm of any level to designated heritage assets requires 'clear and convincing justification'. Moreover, there is a clear sense of order or priority to planning concerns within national policy, and heritage is among the most important. This article discusses the matter, and looks at a judicial review case concerning the effects of proposed development on the setting of Lyveden New Bield, a Grade I listed building in Northamptonshire.
