Consideration of the problem of protecting the archaeology buried underneath historic towns shows that there is a conflict between the need to preserve the important remains and the need to allow towns to develop. The use of scheduling is only one part of the answer, which must also involve the use of wider planning powers and strategic forward planning. The Monuments Protection Programme is therefore undertaking a review and synthesis of our current understanding of historic towns, including attempting to identify various classes of urban centre, judged by function, status, or period. Work has already commenced on strategy documents for five towns: London, York, Chester, Cirencester and Durham. |
