Recent reorganisation within EH and its new Forward Strategy are seen as means of improving its role in managing conservation areas. The importance of forming partnerships with local authorities to support and supplement, rather than duplicate, local effort is emphasised. Grant aid to conservation areas may also be more effectively targeted on areas of most need by assessing regional conservation needs in relation to local economic conditions (see also 94/68).
