the paper describes how HLC in Wales developed to support the use of the Register of Landscapes of Historic Interest in planning and management, but is intended to be applicable to any part of the Welsh landscape. Its methodology was refined from an early study of the Gwent Levels, which introduced the concept of unique character areas, and a pilot exercise on the Llyn peninsula, which proposed that historic character could be approached via key historical themes expressed in tangible landscape components. Historic character areas are defined through the recognition of dominant patterns, but these do not form a typology. The unique identity of each area may be made up of many historical characteristics. It is argued that the narrative capacity of characterisation in Wales enables it to play a part in the definition and description of local distinctiveness, providing ready access to history in the local landscape |
