Argues, from the large sample of Roman coins from Chester, for the possibility of a pre-Flavian base in the area for sea-borne operations against the coasts of north Wales and north-west England. Full legionary occupation may have been delayed until the evacuation of Scotland c AD 87. Subsequent occupation reflected changes in frontier policy. A sharp decline in coin loss after 350 poses serious questions regarding the nature and status of Chester.
