Abstract:		 The number of inmates in the Brighton Workhouse f ell from I ,809 on I January 1909, the highest it had ever been, to 1,375 on 1 January 1914, a fall of 24 per cent. In seeking to account for this large reduction this article examines the steps taken by the Guardians in the context of contemporary Poor Law policies and practices, and concludes that the reforms instigated by the Guardians were a case study in 'blaming the victim.'
