An archaeological desk-based assessment was undertaken in advance of the proposed construction of three blocks of flats, a block of terrace housing, access road and car parking. The desk-based assessment established that the development site was located on gravel deposits of the River Colne. These deposits were generally regarded as being of high potential for prehistoric remains. However, there was no recorded evidence that any such remains were present on the site. The site was occupied by a waterworks until recently. This had been flagged up by Hertfordshire County Council as potentially being worthy of recording. The water works was built in the 1930s, remaining largely unchanged until the 1970s when additional buildings were constructed. While it was acknowledged that the site could be considered to have medium potential for prehistoric remains, a geo-environmental investigation of the site had clearly indicated that, with the exception of the southern fringes of the site, there had been extensive disturbance across the site. This was highly likely to have badly damaged or destroyed any prehistoric remains formerly on the site. The waterworks referred to by Hertfordshire County Council was not the one that was formerly on the proposed development site. The County Council and the SMR record for the works stated that it was built in the 1850s and demolished in the 1950s. The map regression exercise, however, clearly demonstrated the waterworks formerly on the site were constructed in the 1930s and demolished last decade. As to the issue of recording the remains of the waterworks, it was considered that the historic maps contained in this report acted as an adequate record. In the light of the above conclusions it was considered that further archaeological investigation was unnecessary. [Au(adp)]
