Abstract:
An Environmental Impact Assessment was undertaken of the potential impacts of Section 3b of the proposed Cheltenham Flood Alleviation Scheme upon Cultural Heritage Resources. The study identified 28 sites in the immediate vicinity of the River Chelt and the proposed works. Of these, only eight would be directly affected by the works. The majority of the impacts were relatively slight and with mitigation should be reduced to null. The major impacts would occur at the site of the Lower Alstone Mill. Here relatively extensive archaeological recording work would be required to mitigate the impacts. This would involve archaeological recording and evaluation prior to demolition and a full watching brief during the groundwork and demolition programme. The archaeological works should contribute to the understanding of the site of the Lower Alstone mill and the mills of the River Chelt in general, whilst the actual physical impacts would be minimised through the considered reduction of the demolition programme and careful redevelopment of the area. Overall the scheme would have a limited and localised affect and would involve no significant residual adverse impact upon the cultural heritage resources, after the mitigation strategy has been implemented.
