Abstract:
An application to restore and convert the former Poplar Library included proposals for development of the land at the rear of the building. The area had formerly been used as a garden and more recently as a tip. Two iron pipes protruding from the ground suggested the presence of buried features and two concrete block blast walls surviving above ground were noted. Initial ground investigations and geotechnical reports confirmed the presence of buried concrete features believed to be two civil defence structures. A further single cell brick and concrete structure was the only other remaining structure on the land. As a result of this the planning permission for the land at the rear was subject to archaeological/historic building recording conditions. The ground level was reduced to expose and identify the extent of the structures. The buried features were similar in their arrangement comprising rectangular main rooms, a lobby and stairs extending perpendicular and the entrance to each stairway being protected by a blast wall. The structures were formed with a concrete base and short walls supporting a corrugated iron arched roof covered in concrete and then buried under a mound. Evidence was noted of electricity, light switches and ventilation in the form of iron pipes. The survey included a review of the available documentary material, a photographic record, a drawn record and analysis of the structures. [Au(abr)]
