Desk-based assessment of a proposed development site identified that all of the properties within it had previously been the subject of archaeological investigations, and that the archaeology of the area was extremely well-documented. The remains of Roman streets and houses and medieval undercrofts were known to have survived. Other features which had been recorded included the corner of a Roman fort, a Roman tessellated pavement, a hypocaust, two 10th century sunken floored buildings, and medieval burials, rubbish pits and cess pits. A Neolithic axe which had been reworked as a whetstone had also been found. Modern basements across the site had generally cut down to Roman levels, with approximately 1m of archaeological deposits surviving below, although a large building along Gresham Street had a double basement, where only the lower parts of deeply-dug wells were likely to have survived, if present. Archaeological levels had been pierced by a series of pad and pile foundations, which had removed up to 25% of the made ground. Mumford Court and Russia Court could both have preserved deeper archaeological sequences, possibly with some survival of alleyway surfaces to modern ground level. It was concluded that sufficient information on the site was probably available for any planning application to be determined without need for further evaluation. It was further suggested that a properly supported level of archaeological excavation would meet the principle objectives set out in the relevant policies of the City of London's Unitary Plan.
