Explains some of the less well understood areas of EH's October 1992 Forward Strategy. Whilst emphasising continued commitment to the organisation's traditional roles in archaeology and buildings conservation, the advantages of sharing responsibilities with local authorities are considered, with special reference to the London region. Possible alternative sources of funding are considered along with measures aimed at increasing efficiency. The twenty main objectives of the Forward Strategy are also summarised.

Initiated in 1966 to help protect buildings in York's historic centre, the Scheme came to an end in March 1993. The Scheme was precursor to and eventually incorporated into one of England's first conservation areas. The role and specific achievements of the Scheme are assessed.

A critical look at the way in which associations with famous people or past events are used as a justification for listing buildings. Other methods of marking such associations may be more appropriate in many circumstances and the listing of buildings for their historic significance should be based on thorough background research.

Recent reorganisation within EH and its new Forward Strategy are seen as means of improving its role in managing conservation areas. The importance of forming partnerships with local authorities to support and supplement, rather than duplicate, local effort is emphasised. Grant aid to conservation areas may also be more effectively targeted on areas of most need by assessing regional conservation needs in relation to local economic conditions (see also 94/68).
