Abstract:
A desk-based assessment, walkover survey and impact assessment were carried out by South West Archaeology Ltd. (SWARCH) on Land off Penpol Road, Hayle, Cornwall, in advance of the proposed construction of 222 houses. The proposed development would be installed on land belonging to the farm at Penpol(l); the cartographic analysis indicates this fieldscape has changed very little since 1840, although the surrounding area has changed dramatically. The proposed development would be located in an area which has potential for mining remains as well as being within an area of Anciently Enclosed Land, which suggests a high potential for Prehistoric and or Romano-British remains. In terms of the wider landscape, the site is located on a west facing slope overlooking the Hayle Estuary. There is significant local blocking, particularly to the south, where the landscaping and sheltering of the A30 block any views of the proposed development. There is also significant development to the east and north which already impinges on the historic landscape and should serve to diminish the visual scale of the development. A number of designated and un-designated heritage assets were considered as part of this HVIA; and the overall impact on these assets is adjudged as negative/minor. With this in mind, the overall impact of the proposed development can be assessed as negative/minor. The impact of the development on the buried archaeological resource will be negative/substantial and permanent/irreversible. The cumulative impact of housing developments within the town should also be considered.
