Abstract: |
The results of a desk-based appraisal, and heritage impact assessment undertaken on land at Smithick Hill, Falmouth, Cornwall. This work was undertaken as part of the planning submission for the future use/development of the site. The historic background to the site and the Historic Environment Record indicate the potential for Prehistoric and medieval activity on the proposed site. However, the post-medieval development of Falmouth makes it most likely that any archaeological remains surviving on the site are likely to date to this period or later. The potential for shallow and ephemeral features is likely to have been compromised by extensive disturbance caused by construction during this phase. The archaeological potential of the site is therefore assessed as low. In terms of indirect impacts, most of the designated heritage assets in the wider area are located at such a distance to minimise the impact of the proposed development, or else the contribution of setting to overall significance is less important than other factors. The key designated assets are all located within the settlement of Falmouth itself. Very few of these Listed structures would have direct intervisibility with the proposed site, due to screening from other structures and trees. The Conservation Area itself would be affected (positive/minor) due to changes to its immediate setting, though these would include reversion of waste ground to residential townhouse plots which are more in keeping with its historic character. With this in mind, the overall impact of the proposed development can be assessed as negligible to positive/minor. The impact of the development on the low valued buried archaeological resource would be permanent and irreversible, but can be mitigated through an archaeological monitoring and recording condition. |
