Abstract:
This report presents the results of a heritage impact assessment that was carried out by South West Archaeology Ltd. (SWARCH) for a residential development at The Buccaneer, Fore Street, Polperro, Cornwall. The Buccaneer is located in the historic centre of Polperro and within the wider Conservation Area along Fore Street. The coastal village has a diverse make-up, with early vernacular coastal cottages and several 19th century and 20th century buildings and small areas of later redevelopment framing a small and picturesque quayside and harbour. Fore Street makes up the main access through to the small and quirky backstreets that lead to the coastal paths and as the first representation of this historic and idyllic spot it is important to retain, where possible, any distinct features that contribute to the wider Conservation Area within which The Buccaneer is located. The Buccaneer would appear to be a much-altered mid 19th century building that comprises some original features and many mock historic features. These historic features include all of the windows that are proposed for change. The tripartite sashes to the first floor levels on both elevations are likely to be historic (possibly original), whilst the remaining windows are later replacements or infills/new openings. The mid to late 20th century refurbishment has meant that The Buccaneer has embraced a pirate theme to its exteriors, however this does provide a separate narrative that owes to the town's historic smuggling trade. It is encouraged that the design for the windows replicates the existing as far as is possible as this would complement the neighbouring Listed Buildings and this would set an ideal example for this end of Fore Street. The rest of Fore Street was observed to have little to no change with regards to the upgrading of the windows and wherever the windows had been replaced this had been done sensitively. It is suggested that the internal window within the north-eastern elevation is kept protected and is retained in situ during the development process as this is an important surviving historic feature.
