Abstract: |
This report presents the results of a heritage impact assessment that was carried out by South West Archaeology Ltd. (SWARCH) for a proposed residential development at Land above Ladies Beach, Granville Road, Ilfracombe, Devon. The work followed the guidance that is outlined in: Conservation Principles: Policies and Guidance for the Sustainable Management of the Historic Environment (English Heritage 2008); The Setting of Heritage Assets (Historic England 2015); Seeing History in the View (English Heritage 2011); Managing Change in the Historic Environment: Setting (Historic Scotland 2010); and Guidelines for Landscape and Visual Impact Assessment: 3rd Edition (Landscape Institute 2013). The work also followed the guidance that is outlined in Principles of Cultural Heritage Impact Assessment in the UK that was produced by CIfA, IHBC, and IEMA in July 2021. The site appears to have been a part of a large pastoral field at the beginning of the 19th century. It was subdivided by the end of the 19th century and it was divided again by a new road at the beginning of the 20th century as the development of Ilfracombe as a Victorian seaside tourist destination pushed developments further out from its historic linear core. There is little in the way of archaeological works in the vicinity of the site and it is unlikely that any archaeological remains were noted as much of the development of Ilfracombe took place during the Victorian period. An inspection of the site identified a small number of earthwork features including banks, terraces, and platforms, and whilst none can at this stage be verified or dated it is likely that many are recent in date and are associated with episodes of landscaping. The overall impact of the proposed development can be assessed as Slight Adverse. The impact of the proposed development on any buried archaeological resource would be permanent and irreversible, though the potential for encountering any archaeological features or deposits is unknown but considered unlikely given modern landscaping. |
