Abstract: suggests that the issues that arise when deciding whether to shelter an archaeological site should be approached using a values-based methodology. Considers that conservation criteria should be based principally on a thorough understanding of the threats to the resource, with the objective being to create a shelter that will preserve the site's identified values. It is urged that when establishing the conservation criteria the shelter's ability to preserve the site should be prioritised. Uses examples from Tanzania and Australia
