Abstract: The paper argues that the Norse invasion of the Wirral c. 903 and its relations with the Mercian government were not simply a matter of invasion and containment, but were based upon a policy of permitted settlement and treaty relationship which forms a direct parallel with the history of Norse incursions into the Carolingian empire.
