A programme of improvements to sewerage works was scheduled to take place in Kirkby Thore. The proposed works would affect an area of archaeological significance (Roman fort and extramural settlement) recorded on the SMR and largely protected as a SAM. Consequently, United Utilities plc were advised by Cumbria County Council's Archaeology Service and English Heritage that a programme of archaeological works was required during the course of the groundworks. In addition to the Roman fort and extramural settlement area, examination of the SMR noted several other sites in the vicinity of the development area. These included two find spots of Roman material, a noted site of old stones, and the site of medieval Kirkby Thore Hall. A probable medieval/post-medieval corn or saw mill was identified to the south-west of the development area by examination of the 1863 OS First Edition map. Much of the proposed improvement work would involve below ground disturbance and the likelihood of archaeological remains both within the scheduled area and the surrounding hazard area was high. Though evidence for medieval and post-medieval activity may be recovered in the area, the archaeological remains most likely to be uncovered were considered to be those of the Roman civilian extramural settlement.
