Abstract: |
Results of a desk-based assessment, walkover survey and historic visual impact assessment carried out by South West Archaeology Ltd. on land off Old Mine Lane, St Ann's Chapel, Calstock, Cornwall, as part of the pre-planning documentation for a proposed housing development. The proposed development would be located on land enclosed from the open moorland of Hingston Down in the 1850s. Up to that date the down had been used for common grazing and, latterly, mining; by the 1850s the moorland was already marked by mineral prospection pits and the Hingston Down Mine was in operation. The walkover survey suggests that the proposal site has been used to dispose of topsoil from an adjacent development, and has been subject to geotechnical investigations. Most of the designated heritage assets in the wider area are located at such a distance to minimise the impact of the proposed development, or else the contribution of setting to overall significance is less important than other factors. The landscape context of many of these buildings and monuments is such that they would be partly or wholly insulated from the effects of the proposed development by a combination of local blocking from trees, buildings or embankments, or that other modern intrusions have already impinged upon their settings. The assessment suggests that only three assets (Hingston Down Mine Enginehouse, Salters Farmhouse, and the historic settlement of St Ann's Chapel) would suffer any level of harm. Taken together with existing and planned development in this area the character of the WHS would suffer cumulative harm that, in terms of the settlement and its wider landscape can be characterised as minor, but with specific reference to the Hingston Down mining area would constitute moderate harm. |
