Abstract: |
This report presents the results of a heritage impact assessment that was carried out by South West Archaeology Ltd. (SWARCH) for a residential development at Land North of Wellesley Farm, Mitchell, Cornwall. The proposed site lies on the northern side of the main road through the settlement of Mitchell and to the south of the A30. The Grade II Listed Wellesley House lies just to the south of the proposed site. The proposed site appears to lie along the western boundary and just within the parish of St Newlyn East. It is thought that the trackway along the eastern side of the proposed site historically comprised the old road to St Columb. It is probably Medieval in origin and it would have been formed at the time of the laying out of burgage plots. There are 10 Listed Buildings, all Grade II Listed, within 1km of the proposed site. The proposed site lies within the Mitchell Conservation Area. There are no Registered Parks and Gardens and there are no Scheduled Monuments within 1km of the proposed site. The area surrounding the proposed site has been subject to significant change in recent decades, with residential development taking place to the east, the west, and the south. Some archaeological fieldwork has been carried out in association with these developments and features and finds of Prehistoric date to Modern date have been recorded. The historic mapping would suggest that much of the proposed site has been a garden/pleasure ground and possibly an orchard during the past two centuries, however the access into the proposed site and along the eastern boundary comprises a probable Medieval routeway to St Columb. The archaeological potential of the site is unknown. In terms of indirect impacts, most of the designated heritage assets within the wider area are located at a distance whereby the impact of the proposed development on the assets would be minimised, or where the contribution of the setting to the overall significance of the assets is less important than other factors. Mitigation measures to reduce the potential impacts on those assets that would experience an impact have been suggested. There is a potential constructional phase impact on the closest assets in terms of aural intrusion and visual intrusion, however this impact will only be temporary. With this in mind, the overall impact of the proposed development can be assessed as neutral/slight adverse. The impact of the development on any buried archaeological resource may be permanent and irreversible, however this could be mitigated through an appropriate programme of archaeological monitoring and recording. |
