Abstract: |
This report presents the results of a heritage assessment that was carried out by South West Archaeology Ltd. (SWARCH) for a proposed change of use of a garage to a convenience store including the demolition of existing buildings at Bickington Garage, Bickington Road, Barnstaple, Devon. The desk based assessment followed the guidance that is outlined in: Standard and Guidance for Archaeological Desk-Based Assessment (CIfA 2020); and Understanding Place: Historic Area Assessments in a Planning and Development Context (Historic England 2017). The Historic England aerial photograph database at Swindon could not be consulted due to the long turnaround times. The historic visual impact assessment followed the guidance that is outlined in: Conservation Principles: Policies and Guidance for the Sustainable Management of the Historic Environment (English Heritage 2008); The Setting of Heritage Assets (Historic England 2017); Seeing History in the View (English Heritage 2011); Managing Change in the Historic Environment: Setting (Historic Scotland 2016); Visual Assessment of Wind Farms: Best Practice (University of Newcastle 2002); and Guidelines for Landscape and Visual Impact Assessment: 3rd Edition (Landscape Institute 2013). The proposals would see the construction of a convenience store in the southern part of the site and the inclusion of associated car parking in the northern part of the site. This would have the potential for a more coherent single-build form on the site, with the buildings set further back from the road and with reduced potential views along the road. It is possible that groundworks will encounter the remains of buildings that are shown on historic mapping, particularly in the north-western part of the site, however the archaeological potential for the site has been assessed as unknown due to the potential ground disturbance that may have occurred during previous phases of redevelopment. The recommendations within this report have been made in line with the Conservation Area appraisal with regards to the built form and the use of vernacular materials in any new structures. The impact of the proposed development can be assessed as neutral. The archaeological potential for the site is unknown, however it is likely to be low to negligible. With this in mind, the overall impact of the proposed development can be assessed as negligible adverse. |
